In May of 2003, recognizing an opportunity to enhance economic development in the community, the Lincoln County Commissioners approved resolution 609, creating the Local Port Authority. Since its inception, Lincoln County Port Authority has formed and developed the Kootenai Business Park, completed Rail Rehabilitation for the park, partnered with the Kootenai River Development Council, built and maintained a youth fishing pond in Libby, and created a Master Stewardship Agreement to protect the community from wildfire in the wildland urban interface.
Executive Director

Kate Stephens has been with LCPA since January of 2025, and a resident of Lincoln County since 2006. She has a long history of working for the betterment of the community. Upon arrival in Libby, she began her career at Cabinet Peaks Medical Center in the Marketing and Foundation departments. In 2013, she took over as the Executive Director of the Foundation and Marketing Manager where she remained until 2021 when she left healthcare to become the Mortgage Loan Originator for the Libby branch of Glacier Bank. Her years in leadership and banking have proven to serve LCPA well. Kate also has a storied history of volunteering in the community. She has led the Cabinet Peaks Medical Center Foundation Board, served as a member of Kiwanis and of the Kootenai River Development Council. In addition to coaching youth soccer, she is an active board and executive member of the Kootenai Rapids Soccer Club, the Libby Area Chamber of Commerce, and P.E.O. Chapter CG.
Grants & Contracts Manager

Jennifer Brown has called Libby home since 2000, landing here by chance but quickly falling in love with the area and its endless outdoor opportunities. A deep appreciation for the forests of Lincoln County and a desire to help protect them led Jennifer to become involved with the Master Stewardship Program and the Lincoln County Port Authority as the Grants and Contracts Administrator.
Before joining the Port Authority, Jennifer worked for Lincoln County, most recently as the Administrative Assistant to the Lincoln County Commissioners. Through this role, Jennifer gained extensive experience in public administration, project management, and collaboration skills that now help secure funding and resources for projects that support economic development and forest stewardship.
With a strong commitment to conservation and sustainable land management, Jennifer is passionate about being part of the efforts that preserve Lincoln County’s forests for future generations while also fostering economic opportunities for the community. When not working, you’ll find Jennifer exploring the woods and trails, enjoying the very landscapes Lincoln County Port Authority works to protect.
Management Forester

Devon Yarid is a new resident to Lincoln County, having moved here in May 2024. He obtained a degree in Forest Resource Management and was hired to work in Libby for the Forest Service as a Trails/Recreation Technician. When his job was one of many cuts in 2025, he was blessed with this opportunity to work as the Management Forester for LCPA. He attends church every Sunday to grow in his faith and regularly volunteers at Kootenai Pets for Life. He is excited to be working in a job that has a direct impact on the people and the community that he is now a part of.
Wildfire Mitigation Specialist

Giovanni Cano has been a resident of Lincoln County since 1998 and graduated from Libby High School in 2017. From there, he ventured on to MSU-Bozeman where he received his bachelor’s degree in Biological Science. He has held various jobs including time at the USFS, Corps of Engineers, Bozeman Tree, and Glacier Thinning. Overall, Giovanni’s goal is to learn more and to help contribute to our community. He volunteers in the community coaching soccer for Kootenai Rapids, assisting with Wings Walk, and has spent time serving the Libby Area Chamber of Commerce. Giovanni also serves his community as the head coach of the Lady Logger High School soccer team.
